Well teacher, I think that the modal verbs are there to show the indecision of a person and to show also that he/she is sorry for the things that he didn't have done.

I think this verbs were used to show the regrets of the person (like "I should have drove all night") and also their impossible wish to change things that already hapenned (like in "If I could turn back time")
